Draft Environmental Impact Report (EIR) - March 2012
The Draft Environmental Impact Report (EIR) is now available for download. A 45-day public review period will be provided to receive written comments on the adequacy of the Draft EIR. The comment period will start on March 21, 2012 and end on May 4, 2012. the Commission will have a public meeting on April 18th.

Public Hearing Draft General Plan - March 2012
The Public Hearing Draft of the General Plan is now available for download. This updated draft includes changes to respond to comments received during the two-month review period and from the General Plan Advisory Committee.
Zoning Code Public Hearing Draft
The Public Hearing Draft of the updated Zoning Code is now available for download. This updated draft includes changes (shown in redline/strikeout) to respond to comments received during the two-month review period. The Planning Commission is scheduled to hold a public hearing on the Zoning Code on February 15 at 6 p.m.

About the General Plan
A General Plan is a long-range plan for a city or county. It represents the community's vision, and provides a broad range of goals and policies that help guide the City’s decisions on land uses, spending, and other topics.
State law requires that each city adopt a General Plan addressing at least seven topics: Land Use, Circulation, Housing, Conservation, Open Space, Noise, and Safety. The Eastvale General Plan will address these topics and add goals and policies that address Eastvale-specific issues identified by the City Council and Planning Commission.
Eastvale’s General Plan will be prepared by the City’s Planning staff, working with a General Plan Advisory Committee, the Eastvale Planning Commission, and the City Council.
The following key issues will be addressed in the Eastvale General Plan:
- Community Vision: The community’s aspirations for the future, and how these are addressed in the General Plan.
- Land Use: Ensures land is properly allocated for the housing, commercial development, industry, and community uses.
- Circulation and Infrastructure: Addresses commuting and travel-related issues for residents, including air and land transportation.
- Design: Establishes a basic level of design quality for new public and private development.
- Economic Development: Establishes long-term economic policies for the City.
- Air Quality: Provides ways of helping development meet local and regional air quality requirements.
- Housing: Addresses housing needs for all economic groups in the community.
- Noise: Establishes standards for noise in the community, and ways of addressing noise impacts.
- Parks, Recreation, and Open Space: Creates standards for parks and open space and supports existing and new park and recreation facilities.
- Safety: Ensures the City is equipped to maintain public safety and handle potential natural disasters.
- Sustainability: Provides a framework to make responsible choices that allow for the continued success of the community.
A joint Planning Commission and City Council workshop was conducted in March 2011 to discuss the General Plan’s key issues and objectives. These include:
- Transitioning Eastvale from a “building” mode to a “maintain and sustain” mode
- Maintaining the City’s viability and quality of life over time
- Addressing issues of health and wellness
- Maintaining the City’s physical and economic systems for the long term

Project Schedule
The General Plan is tentatively scheduled to be presented to the Planning Commission and City Council for review and approval in Spring 2012. Watch for updates on additional scheduling notes, including opportunities to review drafts of environmental documents and the General Plan itself.

General Plan Advisory Committee
The City Council has established a General Plan Advisory Committee (GPAC) to work with staff and help develop goals and review the draft General Plan before it is considered by the Planning Commission. The GPAC’s members include:
